Madison City Commissioners approved a series of construction actions covering the city’s water‑system and related street projects, including a contract award, several change orders and adjustments to contract completion dates.
Staff recommended awarding the Madison Water System Improvements Segment 5b contract to Winter Contracting LLC (Brookings) as the low responsible bidder at $1,696,961, below the engineer’s estimate of $1,807,015.25; the commission approved the award.
The commission also authorized change orders that adjust final contract amounts: Segment 2 final-quantity adjustment decreased contract value by $88,750.88; Segment 3 (Roosevelt/Maplewood/Northeast Eighth) final adjustment decreased by $10,577.25; and Park Creek Walls site 1 decreased by $18,836.25. By contrast, Segment 5a required additional work when crews discovered a larger (54-inch) reinforced concrete pipe; that change order increased the contract by $15,601.37 and added four working days to the milestone completion date.
Staff reviewed performance and delays on Segment 3 and recommended changing the final completion date to Oct. 25, 2024 rather than assessing liquidated damages for 16 working days; the commission approved changing the date and assessing no liquidated damages. For the Northwest Ninth Street and Union Avenue reconstruction, staff recommended changing the substantial completion date to July 26, 2024 after extensive multi-year delays tied to redesigns and utility conflicts; the commission approved the change and moved remaining items to warranty.
Staff noted retainage remains in place until final acceptance and that some additional consultant and engineering costs were incurred; the commission approved the recommended contract adjustments and date changes.
Next steps: staff will finalize contract paperwork, process final pay requests where appropriate and continue warranty oversight.
