Winchester recognizes new battalion chief, lieutenants and six EMT graduates

The chief said the class members were DRC graduates ranging from February 2016 to more recent dates and that the department aims to teach its own paramedic instruction in partnership with DCTC in the future.
"Be a positive role model. Always lead from the front," the chief advised the newly promoted officers during the recognition remarks.
