Winchester commissioners on Oct. 15 heard a consultant‑prepared facility study that recommends phased renovations and a site feasibility study for the city’s three fire/EMS stations, and urged staff to treat one electrical hazard as an immediate safety priority.
A presenter representing GRW described a response‑time heat map showing concentrated calls downtown and along Lexington Avenue and summarized a three‑phase approach: Phase A would renovate and add to Station 3 (including a decontamination room, turnout gear lockers, HVAC upgrades and backup power); Phase B would perform site‑selection feasibility for Station 2; and Phase C would include limited renovations at Station 1 to preserve service during construction. The consultant’s Phase A scope included geotechnical exploration, special inspections and an estimated consultant fee of about $119,515.
Commissioners and staff emphasized that the work will be expensive and should be phased so the city can afford construction. The presenter said the feasibility work and recommendations are expected to take roughly four to six months to complete.
An urgent issue emerged during the presentation: an electrical input problem at Station 3 that staff told the commission appears to be incorrect and could present an immediate safety risk. One commissioner urged staff to “call a commercial electrician tomorrow” and proposed authorizing repairs rather than merely seeking quotes; commissioners directed staff to obtain pricing and to return with options that could include declaring an emergency to forego bidding if legally justified.
City staff noted constraints at Station 2 — the site is in a flood zone and may be difficult to rebuild on — and said the feasibility study will evaluate alternative sites, utility requirements and permitting implications. Commissioners also discussed longer‑term deployment models, including satellite units or an EMS‑only use for Station 1, to respond to growth along Veterans Parkway and other fringes.
Commissioners did not approve construction contracts at the meeting. Instead they agreed to accept the consultant’s recommendations for study work and asked staff to return with cost estimates and a recommended next step, including a specific proposal for addressing the electrical safety concern at Station 3.
Next steps: staff will obtain quotes for immediate electrical repairs and bring feasibility and cost information back to the commission for formal action.
