Council approves licenses, emergency ambulance repair payment and EMS bargaining agreement

The Cumberland Town Council handled a series of routine licensing items and two resolutions on Oct. 2.
Licenses and special events - The Board of License Commissioners approved a Class F‑1 one‑day license for Phantom Farms for a private event on Dec. 15, 2024 (motion approved 7–0). - The board later approved a Class F license allowing Phantom Farms to operate pop‑up beer service on fall weekends (Saturdays and Sundays Oct. 5–Nov. 3); applicant Jason Makari described a 10x10 tent with taps and family activities and the license passed 7–0. - The council approved a special‑event permit application from the Cumberland Police Department for a truck‑or‑treat at Garvin Elementary with an event date corrected to Oct. 6, 2024 and rain date Oct. 27, 2024, pending a promoter’s permit (7–0). - A kennel license for Wheaton Way LLC (applicant Tina Parry, 9 Durbrook Way) was approved pending final animal‑control inspection (7–0).
Resolutions and public safety - Resolution 2488 authorized payment to Tasco Automotive for emergency repairs to a 2019 ambulance (not to exceed $10,562.35). The Fire/EMS chief explained the ambulance went into limp mode and required turbo and engine repairs; council approved the payment 7–0. - Resolution 2489 authorized the mayor and council president to execute a collective bargaining agreement with IAFF Local 2725 covering EMS staff. Mayor Jeffrey J. Mudder said highlights included removing the deputy chief from the bargaining unit, accreditation stipends, promotion changes and 4% raises each year for three years. Councilors asked whether the deputy chief can ride on trucks under the new arrangement; staff said he will not. The agreement passed 7–0.
All motions and votes were recorded in the meeting minutes; no public opposition was recorded on the licenses or resolutions.
