Exeter council approves bids to seek pavement-preservation work and conditionally OKs library ARPA requests

Exeter — The town council on Nov. 5 authorized the public works department to go out to bid for pavement‑preservation treatments and resurfacing work that include an asphalt rejuvenator (MRT) and chip seal processes. Public Works showed a pavement‑management score of 79.95 for the town roadway network and emphasized preservation as a lower‑cost way to extend pavement life.
"This is the result of the study that's been done on the pavement management program," Speaker 2 said while introducing the department’s findings. Public Works staff explained that routine preservation using MRT costs roughly $1.50–$9.50 per square yard compared with about $48 per square yard for major rehabilitation.
Council members moved and approved going out to bid to secure pricing and preserve streets before they require expensive full rehabilitation. The council also discussed how the preservation strategy can improve Exeter’s competitiveness for additional state roadway funding.
Separately, the Exeter Public Library requested use of ARPA funds for (1) purchase and installation of playground equipment and landscape improvements at Chelsea Park ($100,000) and (2) a 20-by-20 pavilion on library property. Council moved to approve those requests conditioned on ARPA funding being available; that conditional approval passed via voice vote.
What happens next: Public Works will issue an RFP and return bids to the council for award when funding is confirmed. Library projects will proceed to bidding/award cycles only if ARPA funds remain available when contracts are considered.
