Exeter — The town council voted on Nov. 5 to amend the town’s development impact‑fee tables to include industrial‑park and warehouse uses after a public hearing in which staff said the consultant omitted those categories from the original study.
"What you see there is the inclusion of the industrial park and associated fees, and...the warehousing," Speaker 5, the staff presenter, told the council, explaining that mixed‑use properties will be assessed using ground‑floor square footage allocated to the intended functional use.
Council members asked how the new categories would affect existing projects and whether some taxpayers might seek relief because projects previously were treated as fully commercial. One example discussed during the hearing compared a purely commercial calculation that would have resulted in an impact fee of about $46,000 on a 10,000‑square‑foot building versus a new calculation that reduced warehouse/storage portions and showed a lower fee (council discussion cited $4,619 per thousand square feet as an example rate for the commercial portion). Staff said the change better reflects the actual functional use of mixed‑use properties.
One resident, Asa Davis, was the registered public commenter on the ordinance and raised brief remarks. The council closed the public hearing and moved to accept the technical amendment to the ordinance’s tables; however, members noted a moratorium or timing issue that would delay mechanical adoption until next month so that any procedural restrictions could be addressed. The council recorded the public hearing and directed staff to bring the final ordinance adoption onto the next regular meeting agenda.
