The Park and Recreation Board spent significant time Dec. 24 weighing how to regulate non-stationary vendors in city parks, discussing permit types, fees, location limits and enforcement.
Staff outlined a proposed permitting approach that would require permits for vendors selling goods or distributing promotional materials, including event-specific permits and an option for a seasonal vending permit. Staff cited possible fees "$25 per event or $60 for a season" as examples and said permits would include location restrictions and minimum distances from existing vendors.
Board members questioned whether permit approval should require a board vote or be delegated to the parks director. Members also raised concerns about vendors locating near downtown restaurants and private businesses, noting that the city does not control street rights-of-way. A local vendor addressed the board and said his intention would be to serve Dakota Wesleyan events and other field events, and that most vendors would seek locations tied to scheduled games or events rather than random parks use.
Staff said they will draft a formal permit policy, including timeframes for application (six to eight weeks if board approval is required; fewer weeks if director-level), and will return with rules and recommended fees for formal consideration.
