Board approves donated fixed staircase for arena access, contingent on inspector

The Mitchell Park and Recreation Board on Dec. 24 approved a donated fixed staircase to replace the current wheeled metal stairs that provide access above the arena locker rooms.
Darcy Sabers, president of the Hockey Association, told the board materials and labor will be donated and that the new stair configuration would allow secure storage and a goalie rental area. "Materials being donated, labor being donated," Sabers said, adding the group plans to install a lockable door to limit traffic and improve locker-room privacy.
Staff cited building-code requirements discussed with the city building inspector: a rise no more than 7 inches, a run between 11 inches and the code limit with minimal variance, handrails on both sides and baluster height compliance. Staff said final approval will be contingent on the building inspector confirming the plans meet code.
Board members raised safety and access questions during discussion. One board member described the existing mobile metal stairs as "plain dangerous," pointing to the fixed staircase as a safer alternative. The board voted to approve the project contingent on building-inspector sign-off.
The board did not set a construction date. Staff indicated the project will proceed after the inspector reviews the plans and the group coordinates final placement and access details.
