The Mitchell City Council voted to approve an agreement with Helms & Associates to provide engineering services for the reconstruction and lighting improvements of Runway 18-36 at Mitchell Municipal Airport. Staff said the contract’s “total maximum limiting amount of the contract is $981,619,” and that the 2025 budget includes $215,000 for the project, with the city responsible for 2.5% of immediate design-related costs.
City staff told the council the Department of Transportation reviewed a fee comparison and found Helms’ proposed fee acceptable. “Only the design and bidding fee is expected to be spent in 2025,” staff said; an additional $104,557.88 will be requested later with the final grant application, which staff said will be presented in January.
Council discussion did not produce objections; a motion to approve the agreement passed on a voice/roll-call vote. Staff noted that the full contract amount reflects the engineering services through construction, and that federal or state grant funding will be pursued to cover the bulk of the project cost.
Next steps: staff will return with the final grant application in January and with detail on the grant-funded share and exact city match once the Board of Water and Natural Resources or other grantors set final terms.
