Yankton commission approves Garden Estates rezoning, hangar lease transfer and routine land and event permits

The Yankton City Commission on Oct. 15 approved a slate of land-use and permitting actions, including a rezoning and plat for the Garden Estates subdivision, a hangar lease assignment at the municipal airport, installation of stop signs at several new intersections, and authorization of a one-day special on-sale liquor license for Riverfront Brewery Inc.
During the meeting the commission conducted the second reading and public hearing on Ordinance 1084 to rezone property from A-1 (agriculture) to R-3 (two-family residential) for Garden Estates; the motion to adopt carried on a roll-call vote with commissioners voting in the affirmative. The commission separately adopted the plat for Garden Estates by resolution, finalizing the subdivision steps discussed in the agenda packet.
The body also approved an assignment of the land lease for Airport Hangar No. 14 from Julius C. Larson to Dave Tungay by resolution. Commissioners voted to authorize installation of stop signs at several newly constructed intersections, with staff noting the streets are new and that additional marking or police communications could be used if residents need notice.
The commission granted a one-day on-sale special liquor license to Riverfront Brewery Inc. (DBA The Brewery) for an event on Oct. 20, 2024, to be held at the Meridian Venue, 101 E. Third St. The motion carried on roll call with no recorded opposition.
Commissioners also authorized the disposal, trade, donation or sale of surplus city property via online auction (Purple Wave) and approved change order No. 1 and final acceptance of a sidewalk contract, directing the finance officer to issue a manual check to Masonry Components Inc. for $101,976.86.
All items above were adopted by majority roll-call votes recorded during the meeting. The commission adjourned at the conclusion of business.
The commission will next meet in November (the first meeting falls on Nov. 12, observed for Veterans Day).
