City Manager Leon told the commission that notices about adjusted water, sewer, solid‑waste and recycling rates are being mailed to “over, what, 4,000 or 5,000” residents and reminded the public about an upcoming comprehensive‑plan meeting on Nov. 7. The commission moved quickly through multiple consent and new‑business items, approving the bills and the single consent item before taking up individual memorandums.
The commission voted by roll call to grant a one‑day special on‑sale liquor license to Riverfront Brewery Inc. for events at Meridian Venue on Nov. 9 and Nov. 20, and approved one‑day malt beverage and wine retailer licenses for Ben’s Brewing Company for Feb. 22, 2025 at Dakota Archery. Commissioners also adopted a resolution setting the signed contractor annual license fee to $50 and a separate resolution setting the commercial collector of solid waste license fee at $50 plus $25 per additional truck.
On traffic, the commission adopted a resolution restricting parking along First Dakota Drive from 30 First Street north for a distance of 225 feet. The commission also approved renovation work in the Yankton Police Department to create a break room and upgrade the safe‑center front desk at an estimated cost of $17,011.98; city staff noted the project is currently unbudgeted and may require a supplemental appropriation if capital balances are insufficient.
