Yankton City Commission adopts 2025 budget, approves routine purchases and contracts

At its Nov. 12 meeting the Yankton City Commission adopted the 2025 fiscal-year budget, approved routine equipment and several construction and procurement contracts, and authorized multiple change orders and special licenses. Most motions passed unanimously at roll call.
The Yankton City Commission on Nov. 12 adopted the 2025 fiscal-year budget and approved a package of routine purchases, contract awards and project change orders.
By roll call, the commission approved Resolution 204-55 adopting the 2025 budget and directed the city manager to administer it in accordance with state law. Commissioners Benson, Brunick, Sarta, Hanoff, Minor, Mosher, Villanueva and Weber voted yes; Mayor Mason Schrom cast the affirmative mayoral vote.
The commission also approved Resolution 204-56 to implement the routine equipment and vehicle replacement program for 2025.
Public works actions included acceptance of Change Order No. 1 and final acceptance of the Riverside Drive storm sewer project with authorization for a manual payment to Masonry Components Inc. in the amount recorded in the agenda, and awarding the 2025 salvaged concrete and asphalt crushing contract to Slowey Construction of Yankton at a unit price of $5.24 per ton. The commission approved a separate amended change order for the Active Transportation Plan (authorizing a manual check to Masonry Components Inc. for $99,999.99).
Procurement approvals included a $213,688 award for two steel transfer walking-floor trailers to Northern Truck and Equipment (Sioux Falls) and authorization to purchase a Bobcat compact excavator for the Parks Department under Sourcewell contract pricing (see separate article for discussion of funding). The commission also approved a manual-pay adjustment for the 20 First Street construction project, reducing the check amount on the agenda from $27,580.92 to $15,651.72 after a reconciliation showing an earlier overpayment.
Other approvals: a lease agreement with the Yankton Area Center Board for the facility at 900 Whiting Drive, and a one-day special on-sale liquor license for Mojo's at the Meridian Venue on Dec. 6, 2024.
A land-development item: the commission approved an 18-month extension of Corner Kick LLC’s option to purchase Lot 3 (Mead’s Addition), allowing the private developer to continue marketing the parcel while it seeks end users.
The meeting concluded with approval of two peddler licenses for Renuity Operations LLC (Dakota Hubbard and Mariah Krusk) and denial of a third application after a police background review (see separate article). The commission adjourned into executive session to discuss contractual and personnel matters.
The next procedural step for ordinance changes introduced Nov. 12 is a second reading and public hearing set for Nov. 25, 2024.
