The Yankton City Commission approved an addendum to an existing sales-tax rebate and development agreement involving IHAh LLC (the Big River Burrito enterprise and related venues).
City staff described the original agreement as providing a $150,000 sales-tax rebate tied to local sales tax receipts. Dave told the commission the addendum does not increase the amount or extend the time window; it would allow additional business locations associated with IHAh LLC to be included in the existing rebate arrangement. "They're not asking for any increase in the amount. They're not asking for any extension in their window of time," Dave said.
Paul Lowery, identified from the audience, addressed the commission and described how the original rebate supported growth around 100 Douglas and spurred relocation and new openings. "That's a pretty significant boost of some things," Lowery said, recounting how the initial rebate encouraged other retailers to locate nearby. Dave corrected an earlier statement and clarified the agreement is a 20-year contract.
The commission recorded a roll-call vote approving the addendum. The change means the rebate will be applied to the specified IHAh LLC locations under the existing fiscal and time terms; staff and the city attorney had previously excluded one location tied to a liquor-license attachment from inclusion.
