Board recommends $1.4 million golf improvements, proposes $200K–$250K local match; some members oppose bundling

Staff estimated phase 3 would cost about $460,000 and said combining it with driving-range and short-course work produced a combined estimate of about $1,400,000.
"Phase 3 would be about 460,000," a staff presenter said, and noted the driving range and short course together increased the overall estimate. Board members discussed locations for a short course (options near the old bowling-green parcel and south of the driving range), parking capacity, and potential usage by youth and families.
Several board members supported contributing $200,000–$250,000 of the cost from the board's available cash and soliciting private donations to help reach roughly $500,000 in in-kind or cash support, with the city asked to cover the balance in its budget request. "My proposal would be that we put in $200 to $250,000 towards the project, go out and seek donations to match that from private individuals," one board member said.
A motion to recommend the full $1.4 million package (with approximately $500,000 potential in-kind or cash contributions) for inclusion in the mayor's budget was moved and seconded. The board conducted a voice vote; several members answered "Aye" while others answered "No," and one member stated they planned to ask that certain items be separated and voted on individually at a later time. A parks official said they would likely split the phase 3 and driving-range items for more granular approval and financing if needed.
The board's recommendation will be forwarded to the mayor for possible inclusion in the city budget; final approvals and funding will be decided by the mayor and city council. Staff said the timing of any construction depends on budgeting, bid timing and whether the city elects to front some costs or the board secures financing or private matches.
Next procedural steps mentioned by staff included refining cost estimates, clarifying which items would be bundled for bidding, and preparing a formal request for the mayor's budget packet.
