Yankton commission adopts administrative-code change, updates five building-code ordinances

At its Dec. 9 meeting the Yankton City Commission approved a second reading of recommended amendments to Chapter 2 of the city administrative code and separately approved five building-code ordinances to update local regulations.
City Manager Leon told the commission the administrative-code amendments include a requirement that two commissioners notify the city manager or finance officer in writing to place an item on a future agenda and rename a procedural category to "future business." Leon also said that, if approved, the commission's first meeting in January would begin at 6 p.m. "As of January 13, your first commission meeting in the new year, our meeting time would be 6PM," Leon said, explaining the change would start in January.
Building Official Dave explained the building-code changes largely reflect updated language from the International Code Council with no major operational changes for contractors; action on one ordinance would add rules for change-of-use in existing buildings to allow earlier coordination with property owners. "As far as any major changes, no," Dave said, adding the changes provide clarity for front-end coaching when use changes occur downtown.
The commission voted separately on ordinance 10 86, 10 87, 10 88, 10 89 and 10 90; roll-call votes were recorded and each ordinance passed. Commissioners also approved the second reading of the administrative-code amendment ordinance (10 91) by roll call.
Why it matters: the administrative-code change alters how items reach the agenda and moves meeting times, which can affect public access and scheduling; the building-code updates align local rules with more recent code editions and add a formal pathway to review change-of-use conditions.
