The council opened a public hearing and approved R2024-464, a resolution of necessity for improvements on West Plum Avenue that would include curb and gutter, asphalt surfacing, concrete fillets and valley gutters, and concrete approaches.
Staff said notices and estimated costs were mailed to affected property owners and explained the petition process: property owners have 20 days after the hearing to assemble a petition against the resolution and if owners representing 55% of the cost petition, the project will not proceed (with a council avenue to override such a petition). If the assessment proceeds, property owners will receive final assessment amounts at the collection hearing and will have 30 days to pay interest-free; unpaid amounts would be placed on property taxes over 10 years at 8% interest.
Council approved the resolution after staff reported no calls in opposition and discussed developer agreements and lot sale timing as part of the project implementation.
Next steps: Staff will proceed toward assessment collection and final design/timelines for construction in summer 2025.
