Palace Transit staff told the advisory board they had updated the agency procurement policy to meet new federal regulations and state thresholds and submitted it to the state; the board approved the update unanimously in a roll-call vote.
Jessica Pickett reported the recent 5311 audit of Palace Transit returned no findings and said the agency is “completely in compliance” with transit processes. The procurement policy was moved, seconded and approved by the board; a roll-call showed unanimous support.
Pickett also told the board the city council approved the purchase of two federal-surplus minivans that the agency picked up earlier in the month. She said one van showed about 60,000 miles and the other about 71,000 miles and that basic outfitting (electrical work, cameras, computer systems, license plates) remains to be completed before they enter service.
On funding, Pickett said United Way awarded $1,000 to the nutrition program, $3,000 to the volunteer program and $7,000 to the community center. She outlined draft budget items that include restoring Wi‑Fi at the community center, adding a bike rack at the JVCC, and replacing a worn ping-pong table used for programming. She also noted last year’s per-ride cost figure from the state packet (reported as $13 per ride) and cautioned that wage and holiday-pay pressures may require future rate discussions with city council.
Next steps: the procurement policy will be submitted to the state as required, staff will complete outfitting for the new vans, and staff will continue budget planning and present any recommended rate changes to the city council for approval.
