The Mitchell Planning Board approved an amended plat of Lots A, B and C in the Depot Second Addition intended to clear boundaries for a prospective tax-increment financing (TIF) application.
City staff said the location is behind the police department and fire station and that the applicant and railroad had negotiated boundaries to support a future TIF application. Staff described a proposed exchange in which the brewery would retain Lot B, the rail authority would receive Lot A, and the applicant would receive Lot C. Staff said there will be easements for access and loading and that existing parking and alley access factor into the configuration.
No dollar amounts or monetary valuations were disclosed during the presentation; staff explicitly said they did not know the monetary values and did not need to know them at the platting stage. Two board members recorded abstentions on the roll call for this item; the motion carried.
The vote clears the plat for recordation under the planning process and allows interested parties to proceed with the informal groundwork for a TIF submittal. Any formal TIF request, financing commitments, property transfers or sale approvals would require subsequent actions, including council review and specific financial disclosures.
