The Mitchell Planning Board approved a series of plats and variances covering private development proposals and several city-initiated actions to replat parcels near Lake Mitchell and South Harmon Drive.
City staff told the board that platting certain parcels is intended to clean up legal descriptions and create buildable lots but does not itself remove parkland designation or authorize sale. Staff said a future sale would require a resident petition (roughly 500 signatures), review and approval by the city council, and other administrative steps.
Private development approvals included a variance for Smith’s Construction at 821 North Menser to allow a fourplex on a lot narrower and smaller than ordinance minimums, and a plan approval for Sandbox Ventures at 616 North Sanborn Boulevard in a neighborhood shopping district. The board approved those actions after staff said notices were sent and one or more supportive responses were in the packet.
City-initiated items included two variance/plat sequences for properties on South Harmon Drive (described in the packet as proposed Lot 58B and another parcel south of 1209 South Harmon). Staff explained these were part of an administrative cleanup and potential future disposition process; several neighbors had called for clarification but the city emphasized multiple procedural steps would be needed before any sale.
The board moved, seconded and carried all of the plats and variances on the agenda by roll-call votes. Where members declared conflicts of interest at the start of the meeting, those recusals were recorded on the relevant agenda items.
Several applicants were present in the room but did not offer extended presentations. No monetary valuations for any future land transfers or for the Depot plat swap discussed later on the agenda were disclosed during the meeting. The board closed the section of agenda business and proceeded to the amended item addressing the Depot plat.
