The council approved a variance permit for applicant Paul Groenrig to build a three‑story, six‑unit building in the 1800 block of East First Avenue where the code limits height to two‑and‑a‑half stories (35 feet). Planning staff explained the project’s location in a "neighborhood shopping" pocket zoning and estimated the proposed three‑story structure would reach roughly 35–36 feet. Neighbors asked for fencing or trees along the south property line for privacy; planning staff said site layout, drainage, parking and landscaping will be reviewed by the Planning Commission when the full site plan returns.
Councilmember Sharps moved to approve the variance; the motion carried. Staff reminded the public there will be a planning and zoning public input session on October 16 in council chambers for ordinance updates.
On separate items, council approved second readings and adopted two rezoning ordinances: O2024‑48 (Lot 12 Maui Farms First Addition) and O2024‑49 (lots 1A and 2A in Bayside Overlook Subdivision). Planning staff said Planning Commission recommended unanimous approval for O2024‑48 and no opposition letters had been received for either ordinance since first readings.
