Applicant Jen Bridal told the council the new Bradley’s location aims to open on Thursday, Sept. 19.
Special event: The council approved a special-event permit for Dakota Wesleyan University’s Tiger Trail Trek 5K (requested trail closure on Oct. 5, 7–9 a.m.); staff confirmed a certificate of liability insurance and recommended approval.
Contracts and agreements: Bids for the North Matty Utility Extension (extending water and sewer on Matty toward future Third Avenue) opened Aug. 14; the low bid was Site Works Inc. (Sioux Falls) at $144,730.32. Staff recommended, and council approved, awarding the bid to Site Works. Staff also presented Agreement A2024-59 for civil engineering services (SPN and Associates) for Sam Street extension (estimated fee $5,000) and council approved the agreement.
Assessments: Council approved Resolution R2024-49 levying special assessments for Business Improvement District No. 3 for 2024–2025; staff noted the amounts are based on property valuations and represent the seventh year of this assessment cycle.
