At the meeting, applicant Josh Frost said he has begun installing fence posts and has hauled out several junk vehicles, and asked for clearer, written guidance from the commission about what would meet approval. "I got the, started putting up fence," Frost said, adding he could provide updated photos and a written timeline.
Neighbors urged stronger screening. One nearby resident told the commission a 10-foot fence on the south and east sides would resolve the visual concerns and suggested a fence similar to nearby businesses that blocks view while still allowing some airflow. Derek Davis, speaking about on-site operations, said impounded vehicles for the Mitchell Police Department and auction hauls are usually retrieved within a day or two and that the applicant has removed multiple junk vehicles already.
Commissioners emphasized that progress posts in the ground do not substitute for the written plan they requested at the prior meeting. The commission said the required submission must include a site plan showing where materials and vehicles will be stored, fence locations and materials (height and type), and a schedule for when the site will be cleaned and organized. The commission agreed it would approve the automotive business portion now and require the outside storage plan and fence details be finalized and presented to the Board of Adjustment for their decision.
A commissioner summarized the directive: provide written plans, show the fence height and material (a 10-foot chain-link with slats or equivalent screening was discussed), and provide a completion timeline and updated photos. Frost agreed to produce the paperwork and photos "this week" for staff to circulate to the Board of Adjustment.
The commission’s action separated the two conditional uses: the automotive business was approved; outside storage approval carried with the condition that the applicant submit the written plan, fence specifications and schedule to the Board of Adjustment. The commission recorded the motions and roll calls at the meeting.
Next steps: the applicant will submit detailed drawings, fence specifications and a timeline to staff for distribution to the Board of Adjustment; the storage portion will be finalized at the Board of Adjustment or at a future meeting once the required documentation is received.
