The commission adopted a resolution to fund the Mead Museum Dakota Territory exhibit (memorandum 204-168). It awarded the annual bulk de‑icing salt contract for the 2024–25 season to Blackstrap Inc. (Naley, Nebraska) at $65.80 per ton. The commission also approved Wastewater EDA Project Change Order No. 3 for $22,679, bringing the project total to $9,981,375.
The finance officer was authorized to issue a manual check of $82,563 to Ferguson Waterworks, LLC, for final payment on a water meter installation project. The commission approved Change Order No. 5 and final payment to Slowey Construction Inc. for $98,695.68 to accept the Mead property development construction. It also approved final payment of $60,082.51 to Traffic Solutions, Inc. for the 2024 cold applied plastic pavement marking installation project.
The commission granted several special on‑sale liquor licenses: Riverfront Brewery Inc. for three events at the Meridian Venue (dates in August and September 2024 listed in the memorandum), an Oct. 19, 2024 event at NFAA Easton Inc., a Sept. 20, 2024 license for Checkers Inc. at the First Dakota Field House, and a one‑day malt beverage and wine retailer license Sept. 19, 2024 for the Center (900 Wedding Drive). All license requests were approved by roll call.
Each item was moved, seconded and approved by roll call; commissioners recorded "Aye" on the motions and the commission carried the items without recorded dissent. The meeting concluded with a motion to adjourn into executive session under SDCL 1-25-2 to discuss personnel and contractual matters.
