Yankton commissioners approve licenses, change orders and a rezoning; set budget meeting

Consent and routine approvals: The commission approved the consent agenda, which included setting the budget meeting date, approving the current volunteer firefighter list and granting two transient merchant licenses (one for Harry Peden doing business as Country Fresh Farms and one for TJ Stokes doing business as transcribed in the record). One commissioner abstained from the firefighter list because they were on the list.
Liquor license: In old business the commission approved memorandum 204‑157, a new South Dakota retail on‑off sale malt beverage and farm winery license for Onward Yankton, Inc., at 328 Walnut Street after a motion, second and roll call vote.
Public works change orders: In new business the commission approved memorandum 204‑159 (change order No. 1 for the 201 First Street water main and paving project) and memorandum 204‑160 (change order No. 1 for the Gale Drive project), each by motion and roll call. Commissioners voted aye on both motions as recorded.
Rezoning: The commission approved memorandum 204‑162, a city‑initiated rezoning of Tracts 2 and 3 of the Law Addition (28.06 acres west of Westbrook Estates). The motion passed by roll call.
City Manager updates: City Manager Leon told the commission staff expects to post a draft budget and supporting materials to the city website by Aug. 1 and reminded commissioners about a July 24 forum appearance and a juvenile detention center meeting the next day. Leon also outlined mosquito abatement efforts—regular evening/early‑morning fogging targeting flying mosquitoes that can carry West Nile—and noted the city cannot fog in windy or rainy conditions.
What happens next: Staff will prepare the budget materials for the Aug. 13 meeting and will add the P‑card publication discussion to a future agenda at the commission’s direction.
