Human Resources Director Casey Bell presented both agreements, saying each updates benefits, clarifies covered positions and includes salaries as an annual opener to better align pay adjustments with revenue fluctuations. For 2025, the contracts provide a 2.5% cost‑of‑living adjustment and eligibility for up to a 2% merit increase; Bell told the council those salary adjustments are included in the proposed 2025 budget.
City staff recommended approval and the council moved and seconded the items during the contracts and change orders portion of the meeting. The council conducted a roll call and the agreements were approved.
Council members thanked staff for completing negotiations and noted the agreements aim to balance competitive compensation with budget constraints. The contracts cover multiple classifications and include language intended to streamline administration and provide an annual salary‑opening mechanism tied to revenues.
