• Change order for Western Avenue structure (Resolution 24‑095). Council approved Change Order #1 for Project 2024‑0405 to address unanticipated concrete roadway discovered during excavation and replacement of adjacent roadway. City engineer Charlie Richter said the change order totals $21,670.09, a 13% increase to Austrian Excavating’s original $166,489.94 contract. Staff said storm drainage funds cover the cost; the motion passed on roll call.
• 2024 budget amendment No. 9 (Ordinance 24‑036). Council adopted the second reading of Ordinance 24‑036, increasing landfill contracting services by $30,000 to pay for additional tire recycling required to comply with the landfill permit because the city received more tires than usual this year.
• Kwik Trip/Quick Star liquor licenses (Items 9B and 9C). The council opened public hearings and approved an off‑sale malt license and an on‑off sale wine operating agreement for Quick Star (Kwik Trip) at 2016 20th Street South (store #1718). District leader Joe Storz and store leader Caleb McCloskey said the store plans to open Dec. 27. Staff recommended approval subject to state review; council voted to approve both licenses.
• Transfers of budget authority (Resolution 24‑094). Council approved a three‑part transfer: $20,000 to forestry (temporary pay) for Emerald Ash Borer remediation from parks, $1,000 from the Brookings Disability Awareness Committee to Parks & Rec capital for an Inclusive Play communication board, and a reallocation of existing authority totaling $46,000. Staff recommended approval.
• Special assessments for snow removal and lawn care (Resolution 24‑091). Council approved adding 11 properties’ outstanding invoices (10 lawn care, 1 snow removal) totaling $3,065 to the 2025 property tax roll.
• Preliminary plat (Moriarty Edgebrook Second). Council approved a preliminary plat for a 2.34‑acre commercial lot at the northwest quadrant of 20 Second Avenue and Twentieth Street. The development review team and planning commission recommended approval.
Most votes were recorded by roll call and carried with the council members present voting aye. The meeting included a robust discussion and a longer presentation on the Downtown Brookings master plan, which the council adopted separately.
