The Brookings City Council took a series of formal actions Tuesday night across tax, franchise, land-use and fee items.
• Property-tax levy (Ordinance 24-029): Council approved the second reading certifying the 2025 property-tax levy to the Brookings County Finance Officer. Finance Director Ashley Rentsch summarized the levy calculation and said the total property-tax increase for 2025 is approximately $205,000 for a total levy near $4.2 million. The council approved the ordinance by roll call.
• Mediacom franchise (Ordinance 24-028): Council approved a 10-year cable-television franchise ordinance providing a 5% franchise fee to the city; City Attorney Steve Bridal recommended approval.
• Conditional-use permit — home salon (Ordinance 24-030): The council approved a conditional-use permit to operate a one-chair hair salon at 1635 17th Avenue South after a planning-commission recommendation for approval and no public opposition.
• Special-event alcohol license: The council granted a temporary alcoholic-beverage license for a downtown watch party hosted by the Brookings Area Chamber for the SDSU vs. UNI game on Oct. 5; the Chamber described plans for vendors, a 20-foot screen and community activities.
• Consolidated fee schedule (Resolution 24-085): Council approved changes to parks and recreation and other departmental fee listings to clarify descriptions and recover increased costs, including a tree-removal labor fee and new restroom-cleaning and portable-stage fees.
• Tabled/continued: The council voted to table the second-reading reasonable-accommodation ordinance (Ordinance 24-031) to Sept. 24 following extensive public comment and council deliberation.
All votes and roll calls were recorded in the minutes; where roll-call results were read aloud, councilors voted aye on the listed measures and the meeting proceeded to an executive session with no further public action.
