Council approves cable franchise renewal, E-911 budget amendment and temporary special-event license
Summary

Telecommunications franchise: Staff presented Ordinance 24-010, a 10-year franchise renewal negotiated with Interstate Telecommunications Cooperative (ITC). ITC’s counsel Ryan Taylor and general manager Tracy Bandemer attended to confirm the agreement; staff recommended approval and the council passed the ordinance with a negotiated franchise rate of 5%.
E-911 budget amendment: Ashley Wrench, financial director, presented Ordinance 24-021 (second reading), which authorizes Budget Amendment No. 7 to increase the 2024 E-911 equipment maintenance budget by $4,045,243. The item funds a refresh of dispatch workstations and preventative maintenance. Wrench said the annual maintenance contract would be $11,800 per year and that the amendment will be funded from E-911 special-revenue fund reserves; the East Central Communications joint powers board had approved the amendment. The council approved the ordinance at second reading.
Temporary alcohol license: Staff recommended approval of a temporary special-event alcoholic beverage license for the Main Street Pub to operate an event at the Socialite on July 26; the application paperwork was complete and the council approved the license.
