- Rezoning — Ordinance 24-032 (Prairie Hills, Lot 2 in Block 3B): The council approved a request to rezone a corner lot from B2A (office-type zoning) to B2 to accommodate a proposed drive-through use. The Planning Commission had recommended unanimous approval; the applicant’s designer said the rezone restores the original intent of the planned-development concept and council discussed buffers, landscaping and minimizing headlights and noise.

- Ordinance 24-033 (commercial corridor design review overlay): Staff proposed allowing administrative approval for projects that met all design criteria; multiple residents and a local architect urged retaining public review. After debate the council voted not to adopt the administrative-approval change (the motion failed).
What was tabled or deferred
- Ordinance 24-035 (plan development district amendments): Because the commercial-corridor proposal failed, staff recommended rewriting this item; the council voted to table it for revision.
Other business
- Ordinance 24-036 (budget amendment #9, landfill contracting services +$30,000 for increased tire recycling) received its first reading; the second reading is scheduled for Oct. 22.
