Council hears Downtown Brookings master plan from RDG but delays formal adoption

The Brookings City Council received a presentation of a proposed 10-year Downtown Brookings master plan from RDG Planning and Design on items drafted after more than 11 months of public engagement. Corey Scott of RDG summarized the plan’s goals as creating “a downtown that’s by design, not by default” and outlined five subareas with short-, mid- and long-term projects focused on housing, streetscape improvements and pedestrian safety.
Sam Beckman, who introduced the resolution, said the city contracted with RDG and sought a living document that would guide development while allowing council flexibility. Scott described catalytic projects such as enhancements to the armory site, alley improvements and various mobility interventions, and cited peer examples to illustrate potential streetscape and public-art investments.
Councilmembers expressed concern that they had received the full, 94-page draft only shortly before the meeting and asked for more time to review details. Mayor O.K.G. Niemeyer proposed tabling formal approval to the council’s Oct. 22 meeting so members could examine the draft and direct staff to provide follow-up answers; the motion to table was seconded and recorded. The council did not adopt the resolution at this meeting.
What’s next: The council placed the master plan on the Oct. 22 agenda for further consideration. Staff and RDG representatives said they would be available to answer questions and supply clarifications in the interim.
