Council holds first readings on telecom franchise and E-911 budget amendment

Ordinance 24-010 (telecom franchise): Mayor introduced Ordinance 24-010 to grant a 10-year franchise to an interstate telecommunications cooperative to use city right-of-way for cable television services. City Attorney Steve Britzman said the draft is a renewal with much of the prior language retained, includes a 5% franchise fee and protections for the city, and that the cooperative’s attorney has reviewed and approved the form. The ordinance requires two readings under state law; the second reading was scheduled for July 23.
Ordinance 24-021 (E-911 equipment maintenance): Finance Director Ashley Wrench presented the first reading of Ordinance 24-021 to increase the E-911 equipment maintenance budget by $45,243 for 2024 and to establish an annual maintenance contract of $11,800 for the next four years. Wrench said the amendment will fund a refresh of dispatch workstations and preventative maintenance and that the E-911 Joint Powers Board has approved the amendment; funding will come from E-911 special revenue fund reserves. The second reading was set for July 23.
