Council approves airport taxiway bid, rezoning and budget amendment; downtown event permit cleared

Airport parallel taxiway (Resolution 24-075): City staff presented Resolution 24-075 to award the low bid for a parallel taxiway (Taxiway Charlie connection) to Bose Construction for $884,234.25, contingent on receipt of an FAA grant (AIP 3-46-0005-039-20xx). Staff described the two-phase project (dirt/grading this fall and remainder in spring 2025) and recommended the city manager be authorized to execute grant documents and contracts. The council moved, seconded and approved the resolution by roll call; staff said they expect FAA notification in the coming weeks.
Rezoning — 2311 Yorkshire Drive (Ordinance 24-009): The council considered a rezoning request submitted by Brookings Health System to change the property at 2311 Yorkshire Drive from R3 (residential apartment) to B2 (office) to enable potential redevelopment. Community Development Director Mike Struck said the planning commission unanimously recommended approval; no public comment was received and the council approved the rezoning by roll call.
Budget amendment — leachate hauling (Ordinance 24-015): Finance Director Ashley Wrench presented the second reading of Ordinance 24-015 to increase the solid waste disposal contracting services budget by $75,000 to cover higher-than-anticipated leachate hauling volumes. Wrench said Liberty Septic has been hauling greater quantities and the amendment reflects estimated ongoing costs; the ordinance passed on second reading via roll call (affirmatives recorded).
Temporary alcohol license — Downtown at Sundown: Ainsley Bennett, event coordinator for the Brookings Area Chamber, requested a temporary alcoholic beverage permit for the ninth annual Downtown at Sundown event in August; Bennett said vendor slots are sold out for all five nights. The council approved the temporary license by roll call after staff confirmed required paperwork was submitted.
Items scheduled for later consideration: The council held first readings of Ordinance 24-010 (a 10-year franchise with an interstate telecommunications cooperative) and Ordinance 24-021 (an E-911 equipment maintenance budget amendment); each was scheduled for a second reading on July 23.
