At the Nov. 18 work session the mayor said the city manager—s contract had expired a few months earlier and that the manager had been working without a current contract. The council added a non-voting work-session discussion of city manager compensation and contract language to the agenda to prepare a renewed contract for the manager—s return from vacation.
The council discussed two items: (1) designation of a council negotiator to work with HR and legal counsel on final contract language, and (2) how to treat a merit increase owed under the expired contract. Councilor Bonnington volunteered to serve as the council—s negotiator; staff and the council agreed the legal and labor attorneys will review language and that the final contract would be returned to council for formal approval.
Council members expressed a preference for pay parity between the two council-hired positions (city manager and city attorney) and that the manager—s merit increase could be folded into a new base salary as a market/step adjustment. Staff said HR and finance had provided comparable data and that finance would confirm affordability; the council set a special meeting on Dec. 16 to consider adopting the new contract. No formal compensation vote occurred at the Nov. 18 work session.
