The West Linn City Council on Oct. 14, 2024, approved Resolution 2024-11 authorizing a one‑year collective bargaining agreement between the city and the Clackamas County Peace Officers Association (CCPOA) sergeants unit.
Alyssa Preston, acting city manager and human resources director, explained the agreement followed legislative changes allowing sergeants to unionize. The unit includes seven sergeants; the agreement preserves existing benefits and provides a 4% cost‑of‑living adjustment. Staff said the one‑year term was intended to put an agreement in writing now while full‑term bargaining is scheduled for February 2025.
Council moved, seconded and approved the resolution after a brief clarification that a typographical date error in the resolution would be corrected to 2024; a roll call vote recorded unanimous support from Councilors Bridal, Bonnington, Groener, Council President Baumgardner and Mayor Bills Guskey. The mayor signed the resolution and the city manager was authorized to execute the contract.
The agreement is retroactive to July 1, 2024, per the resolution language; councilors congratulated the sergeants on organizing and forming a unit.
