Lexington County Council took up first reading by title of Ordinance 25‑04, an amendment to the zoning ordinance to change permitted hours of operation for a mining operation in a council member’s district. The ordinance was advanced on first reading after a district councilman summarized local discussions and assurances from the company and neighborhood stakeholders.
The council member representing the affected district (identified in the transcript and voting roll as Councilman Brigham) described earlier opposition to the operator, Vulcan, and said neighborhood relations had improved through ongoing engagement by a Community Action Group. He told council the request is to extend hours of operation from 7 a.m.–7 p.m. to 5 a.m.–7 p.m., Monday through Saturday, and that an assurance was made limiting truck staging, loading and ticketing to the 5–7 a.m. window and prohibiting rock crushing and heavy equipment during that time.
"They are pushing up the hours of operation starting time from 7 a.m. to 5 a.m.," the councilman said, adding that the earlier staging "gives the traffic time to... get loading done" and helps move trucks before commuter traffic begins. He also said the Community Action Group had signed off on the request.
Council took the motion and second for first reading by title only, and the measure advanced with recorded affirmative votes.
