Board adopts administrative regulations tightening weapons training and armory oversight

The Board of State Prison Commissioners voted to adopt two administrative regulations intended to align Department of Corrections policies with recommendations from a statewide use‑of‑force audit.
James Zarenda presented AR362, which updates weapons‑training roles and requires a firearms instructor to be present when staff practice at the range; it also permits staff access to the range during open qualification periods. AR412 clarifies which staff may be assigned to arm posts, specifies authorized armory items, prohibits personal weapons, requires separate armory storage and adds a committee review process for new munitions to ensure consistency across facilities.
Attorney General Ford moved to approve both regulations together and the board approved the motion by voice vote. No board member recorded a dissent on the floor during the vote.
The regulations were previously issued as temporary administrative rules (AR362 on Sept. 7, 2024; AR412 on Aug. 29, 2024) and were returned to the board for final adoption after discussions with the corrections officers union.
