Nevada revises State Literacy Plan, aligns with science of reading and MTSS; digital rollout planned for spring

The Nevada Department of Education presented the updated Nevada State Literacy Plan Jan. 8, describing a multi‑stakeholder development process and next steps for implementation.
Director Shauna Jessen said the 2025 plan (focused on PreK–12) updates the 2015 framework to reflect the last decade of literacy research, includes vertical alignment across grade bands, introduces guidance on adolescent/disciplinary literacy, and positions Nevada to pursue federal literacy grant opportunities. The advisory process involved district leaders, NSHE faculty, national experts and educators; the Legislature provided $498,400 to support development.
The advisory council identified six priority areas: Tier 1 instruction, assessment, MTSS, leadership, professional learning, and family/community engagement. The plan integrates MTSS guidance for system‑level identification and response and provides appendices with grade‑band one‑pagers to help local educators implement recommendations.
Jessen told the board a digital copy will be ready in the spring and NDE is designing a multifaceted professional learning rollout (hybrid, in‑person and self‑paced options) with micro‑credential opportunities. Board members praised the collaborative process and asked NDE to return with implementation specifics and a professional learning timeline.
