State Board advances STIP 2030 working draft after lengthy debate on accountability and board role

The Nevada State Board of Education voted Jan. 8 to move the working draft of STIP 2030 forward for finalization, directing the Nevada Department of Education to continue development and public outreach.
NDE Chief Strategy Officer Lisa Ford and strategic consultant Christopher Huffman presented the framework, calling STIP 2030 a statutory roadmap (NRS 385.111) that ties statewide targets to measurable initiatives on equitable access, educator development and resource use. Lisa Ford told the board that "this plan does not require new assessments moving forward," a point members requested be explicit for districts and the public.
Several board members urged clearer public messaging, tighter theory of change and more board involvement. Member Ellis warned the board to avoid "recycling failed No Child Left Behind initiatives of accountability" and urged caution about how accountability measures would be implemented. Member Hughes said the document needs a simpler, focused vision so communities and educators can rally behind it and recommended clearer delineation between state actions and district responsibilities.
Member Orr moved to advance the working draft; Deborah Roxane seconded and the motion passed on a voice vote to continue the iterative process toward a finalized framework in February and a comprehensive presentation in March.
Board members asked NDE to prioritize community engagement, shorter public‑facing materials and to reconcile timeline mismatches between the board's vision bookends and the STIP period. NDE staff said they will continue outreach through advisory groups and a statewide survey and will return with revisions and implementation planning.
