Health West's chief financial officer, identified in the meeting as Carlson, presented the organization's August 31 finance sheets and answered questions from commissioners at the Muskegon County Board of Commissioners meeting.
Carlson told the board the organization had about $6.9 million in cash and bank balances and roughly $10 million in total assets; liabilities and equity were noted in the packet at about $90,000. He said net revenues over expenditures were a positive $11 million, with $86 million in revenue recorded through Aug. 31 and an additional $14 million shown on paper as a Medicaid capitation settlement; year-to-date expenditures were about $91 million. Carlson said staff are reviewing client records to identify retroactive Medicaid so some dollars can be shifted from local funds to Medicaid when eligibility is confirmed.
The board then took action on several items. The board approved a motion to carry over senior millage grant funds from fiscal year 2024 to 2025 for specific line items, including $13,069.96 for home-delivered meals, $5,070.27 for congregate meals, $7,525 for the YMCA Ziff Advantage program, $4,490 for Living Room Church lawn care, and $3,172 for senior dynamic transportation; the transcript also referenced snowplow services but the amount was unclear in the record. A commissioner said the carryovers will replenish services that had been cut earlier this year.
Later in the meeting a commissioner asked Public Health Director Kathy Moore to bring pricing comparisons for vehicle leasing (internal-combustion, hybrid, and electric vehicle options) that would include vehicle cost and estimated fuel or charging costs; Moore said staff will estimate mileage based on history and chart offers and ancillary costs such as charging infrastructure and noted some charging-station grants include siting restrictions tied to freeway exits.
The board also approved an administrative motion to adopt the fifth amendment to the lease agreement between No More Sidelines and Muskegon County Health West, extending the lease through Dec. 31, 2023. The motion was moved, seconded and carried by voice vote per the transcript.
