Planning Commission backs Logan Street commercial rezoning and DDP; forwards recommendations to Metro Council

The Planning Commission on June 20 recommended that Metro Council rezone 1113–1115 Logan Street from OR2 to C1 for a proposed restaurant/retail redevelopment and approved associated waivers and a detailed district development plan.
Jay Luckett, Office of Planning staff, explained that the preliminary plan had been approved by transportation planning and MSD, that the application will remove an existing driveway and restore curb, and that KYTC requested minor plan notes (tree wells and trash pickup details). Staff found the proposal consistent with the comprehensive plan and the Smoketown/Shelby Park neighborhood plan and supported forwarding a recommendation to Metro Council.
Rafael Collazo, representing the property owner, said the site had been intermittently vacant and that the owner is actively negotiating with tenants for a single restaurant or retail user that would occupy the renovated structure and use patio/dining space. Commissioners praised the concept as appropriate for the corridor.
On roll call the commission voted to recommend the OR2→C1 change to Metro Council, to approve a waiver under LDC §10.20.4 to remove the required 20‑foot perimeter buffer along the north and south property lines, and to approve the detailed district development plan including the binding elements shown in the staff packet. The staff recommendations and the applicant testimony were adopted as the basis for the commission’s recommendation.
The recommendations and related documents will be transmitted to Metro Council for final action.
