Board adopts amended Chowchilla subbasin GSP actions and related MOUs

Merced County, sitting as the Chowchilla Subbasin Groundwater Sustainability Agency on March 11, adopted the proposed 2024 revisions to the Chowchilla subbasin Groundwater Sustainability Plan (GSP) and related actions intended to address state-identified deficiencies and to improve coordination among local GSAs and other stakeholders.
Director of Community and Economic Development Mark Mims summarized amendments that revise sustainable management criteria for subsidence and groundwater levels, update the domestic well mitigation program to clarify services and funding, and adopt memoranda of understanding to coordinate nitrate monitoring and demand-management programming across the subbasin. Mims said the Chowchilla GSAs had worked with state staff to resolve issues that previously led the State Water Resources Control Board to consider a probationary hearing.
The board opened and closed public comment and then adopted the revisions and related actions by motion, including authorizing resubmission of the amended GSP to state authorities upon completion of local adoption steps. Staff will continue coordination with state staff to demonstrate the subbasin's compliance and to avoid probationary proceedings.
