The Board of Supervisors voted Jan. 28 to adopt Merced County’s 2025–2028 Strategic Plan, a multi‑year document staff said will align department work with board priorities and include more than 50 measurable tactics.
Assistant County Executive Officer Mark Hendrickson presented the draft plan, which he described as a roadmap tying departmental tactics to five strategic priorities: customer service; fiscal discipline and budget sustainability; revenue enhancement; quality of life; and infrastructure enhancement.
Hendrickson told the board the plan identifies more than 50 deliverables to be achieved by 2028 and would be used to guide future budgets and departmental performance evaluations. Board members discussed how often the board should receive progress reports; Supervisor McDaniel urged quarterly updates rather than the twice‑annual schedule proposed in the draft.
Supervisor Pereira offered a friendly amendment to add an action item supporting a Delhi park under the quality‑of‑life priority; the maker of the motion accepted the amendment and the board voted to adopt the plan as amended. Staff said progress reporting will begin with the final budget process and that departments will be held accountable to the plan’s tactics.
What’s next: The CEO’s office will implement the plan and return progress reports to the board at the schedule directed by the board.
