Board reconvenes as Water Agency, names leadership and approves advisory board bylaws and appointments

The Mariposa County Board of Supervisors convened as the Water Agency Board on March 18 and handled organizational matters including leadership selection, advisory bylaws and appointments.
Supervisor Poe was nominated and elected Water Agency chair and Supervisor Toso was selected as vice chair. Deputy director of public works Sam Servany presented updated bylaws for the Water Agency Advisory Board (WAAB), noting the WAAB approved the revisions on Jan. 29, 2025 and that the bylaws conform to county committee policy and incorporate drought-resilience planning responsibilities.
The board approved the bylaws and then reappointed and appointed several advisory members: Art Baggett was reappointed as the District 1 representative, Keisha Blue was appointed to fill a vacancy in District 4, and Michael Martin was reappointed as an at-large member. The board also accepted the resignation of Mark Rowney and recognized his service.
Public commenters and the WAAB chair emphasized the advisory board——s role in drought resilience and water planning and urged continued engagement between the advisory board and the Board of Supervisors.
Next steps: WAAB will continue its scheduled meetings and provide regular reports to the Board of Supervisors; staff will finalize committee appointments and ensure liaison roles and reporting lines are clarified.
