Palm View council approves grants, selects administrator and renews EMS interlocal; several items pass unanimously

Palm View — The City Council voted unanimously on a series of administrative and grant items Dec. 3, approving a police body‑armor grant resolution, selecting a grant administrator for disaster recovery applications and renewing an EMS interlocal agreement with Penitas subject to legal review.

Police Chief told the council the rifle‑resistant body armor grant would replace vests approaching expiration and that the grant requires no local match; council moved and approved the resolution by unanimous voice vote.

On disaster recovery funding administered by the Texas General Land Office, staff said a pool of funds recently became available and that the city identified three candidate projects (paving East Goodwin from 495 to the 2‑mile line, drainage improvements at the business center, and generators for the new fire station and police department). The council accepted a sole proposal to serve as grant administrator from GrantWorks and approved awarding the selection; staff said minimum grant awards would be about $500,000 per project.

Council also approved renewal of an interlocal agreement with the city of Penitas for emergency medical services, with two legal changes requested (an automatic cancellation clause for payment defaults and recovery of interest on delayed payments). The renewal passed with a vote approving the contract subject to legal review.

Several housekeeping items also passed, including approval of meeting minutes from Nov. 19 and Nov. 26. The council recessed to executive session later in the evening for attorney consultations.
