Michigan Senate receives audit reports, executive orders and nominations, then adjourns

The Michigan Senate met for a short session on April 2, 2025, to receive communications from the Office of the Auditor General and the governor, refer those items to committees and then adjourn for lack of a quorum.
Unidentified Speaker, acting as the presiding official, opened the session and directed routine business under Senate rules. A legislative reader told the chamber the Auditor General had submitted performance audit reports covering the Michigan Occupational Safety and Health Administration (within the Department of Labor and Economic Opportunity) and performance audits of three Michigan Department of Corrections facilities: Baraga Correctional Facility, the Richard A. Hanlon Correctional Facility and the Ionia Correctional Facility. The presiding official said those audits were referred to the Senate Committee on Oversight.
The Senate also received four executive orders from Governor Gretchen Whitmer. The orders listed in the record were EO 20252 (declaration of a state of emergency), EO 20253 (an amended declaration of a state of emergency), EO 20254 (suspension of certain rules for motor carriers or motor drivers during the state of emergency), and EO 20255 (an amended suspension of rules for motor drivers and carriers during a state of energy emergency). Under Senate rules those executive orders were referred to the Committee on Government Operations for review.
In addition, the Senate received a slate of gubernatorial appointments to various boards and commissions. The reader named nominees for the Board of Architects (Dax Richter and Kelly Fidelli), the Michigan Asparagus Marketing Program advisory board (Jeremy Schenck), the Certificate of Need Commission (Deborah Guido Allen, Gregory Solwin and Archie Drake), the Michigan Community Corrections Board (including Tiffany De Bruin, Brandon Davis, Kyle Butler, Juan Ortiz, Corey Barkman and Adrian Van Langveld), the Hispanic Latino Commission of Michigan (Monica Peach), the Michigan Iron Industry Museum advisory board (Karen Casper, Harold Fitch, Robert McCure, James Hoquette, Daniel Fountain and Marius Grazulis), the Michigan Commission on Law Enforcement Standards (Chad Tressler), the Board of Examiners in Mortuary Science (Dennis McPherson Pratt), the Michigan Natural Resources Commission (Rebecca Humphreys), the Michigan Potato Industry Commission (Ryan Johnson), the State Board of Professional Surveyors (Kelly Fedeli) and the Michigan Board of Social Work (Lauren Vanquillin Waverly Jones). The presiding official said those appointments were referred to the Committee on Government Operations pursuant to Senate rules.
With no quorum present, the presiding official invoked Senate rule 3.104 and joint rule 15 and announced the Senate would adjourn and stand adjourned until Wednesday, April 9 at 10:00 a.m. The Senate then adjourned.
