Michigan Senate receives audits, executive orders and appointments, refers items to committees and adjourns for lack of quorum

Unidentified Speaker 1, the presiding officer for the session, opened the meeting by saying, "The Senate will come to order, pursuant to Senate rule 1.101." Unidentified Speaker 2 then told the chamber that it had received several communications from the Office of the Auditor General and from the governor.
The Office of the Auditor General transmitted performance audit reports covering the Michigan Occupational Safety and Health Administration in the Department of Labor and Economic Opportunity and audits of three Michigan Department of Corrections facilities: Baraga Correctional Facility, the Richard A. Hanlon Correctional Facility and Ionia Correctional Facility. "Mister president, the senate has received from the office of the auditor general the following communications performance audit report on the Michigan Occupational Safety and Health Administration, Department of Labor and Economic Opportunity," Unidentified Speaker 2 said when announcing the reports. Pursuant to Senate rules, the Senate referred those audit reports to the Committee on Oversight for review.
The Senate also received executive orders from Gov. Gretchen Whitmer. Unidentified Speaker 2 read the orders into the record as Executive Order 20252 (declaration of state of emergency), Executive Order 20253 (amended declaration of state of emergency), Executive Order 20254 (suspension of rules for motor carriers or motor drivers and carriers during the state of emergency) and Executive Order 20255 (amended suspension of rules). Unidentified Speaker 1 said the executive orders were referred to the Committee on Government Operations. The communications were recorded as informational and were noted as available on the session web.
In addition, Unidentified Speaker 2 listed a series of gubernatorial appointments sent by Gov. Whitmer to boards and commissions. Named appointees included Dax Richter and Kelly Fidelli to the Board of Architects; Jeremy Schenck to the Michigan Asparagus Marketing Program advisory board; Deborah Guido Allen, Gregory Solwin and Archie Drake to the Certificate of Need Commission; Tiffany De Bruin, Brandon Davis, Kyle Butler, Juan Ortiz, Corey Barkman and Adrian Van Langveld to the Michigan Community Corrections Board; Monica Peach to the Hispanic Latino Commission of Michigan; Karen Casper, Harold Fitch, Robert McCure, James Hoquette, Daniel Fountain and Marius Grazulis to the Michigan Iron Industry Museum advisory board; Chad Tressler to the Michigan Commission on Law Enforcement Standards; Dennis McPherson Pratt to the Board of Examiners in Mortuary Science; Rebecca Humphreys to the Michigan Natural Resources Commission; Ryan Johnson to the Michigan Potato Industry Commission; Kelly Fedeli and Zachary Baker to the State Board of Professional Surveyors; and Lauren Vanquillin Waverly Jones to the Michigan Board of Social Work. Pursuant to the Senate rules referenced on the floor, those appointments were referred to the Committee on Government Operations.
No policy debate, motions for floor action or roll-call votes on these items were recorded in the transcript. Because a quorum was not present, Unidentified Speaker 1 announced the Senate would adjourn under Senate rule 3.104 and joint rule 15. He stated the Senate would "stand adjourned until Wednesday, April 9 at 10AM," and Unidentified Speaker 2 closed the session by stating, "The senate is now adjourned."
