Groves council approves TikTok policy, sets game-room hearing, allocates ARPA funds and reappoints judges

Groves 'At its Nov. 4 meeting the Groves City Council approved several routine and administrative items: adoption of a covered-applications and prohibited-technology policy required by state law, scheduling a joint public hearing on a game-room permit, approval of an MOU to use remaining ARPA funds for beautification and demolition efforts, approval of the Nov. 4 invoice list, and reappointment of municipal court judges.
On the technology policy, staff said the resolution implements guidance from the referenced state statute (referred to in the meeting as Senate Bill 1983) that affects state agencies and local subdivisions; it would remove TikTok from city devices and prohibit its use on city networks with a law-enforcement exception. Councilors asked whether TikTok is currently installed on city devices and about potential filtering costs; staff said the city does not proactively install TikTok on devices but may need to implement filters and that costs are not expected to be significant at present.
The council set a joint public hearing with the Planning and Zoning Commission for Dec. 2, 2024 at 5:00 p.m. to consider a specific-use permit renewal for a game room at 6850 20 Fifth Street.
The council also authorized the mayor and public works director to execute a memorandum of understanding to use approximately $109,000 in remaining American Rescue Plan Act funds, combined with about $100,000 already budgeted, to jump-start a substandard building demolition and beautification program. Staff said the funds must be obligated by the end of the calendar year to avoid returning them to the U.S. Treasury and estimated the combined funds would help solicit contractor interest and address roughly 20 dangerous properties over time.
Council approved the Nov. 4 invoice list, which staff said totaled $85,496.40 and included items such as pump parts, chemicals for the water plant and purchasing-card payments.
After a closed session, the council reappointed Mike Simon as municipal court judge and Mark DeRuan as relief municipal court judge; both accepted their reappointments and the motions passed.
The meeting adjourned at 7:32 p.m.
