The Freeport City Council recorded the following formal actions during its Nov. 4 meeting.
Approve minutes — Motion to approve the Oct. 21 meeting minutes was made, seconded and approved 4–1. Councilman Pina recorded a nay.
Brazoria County Appraisal District votes — By motion, the council directed its 21 votes to Eric Hayes for the Brazoria County Appraisal District board. The motion was moved by Councilman Matamoros, seconded by Councilman Davis, and passed unanimously (5–0). Council staff explained the board’s responsibilities and noted Freeport has 21 votes to allocate among nominees.
MUD 1 ex officio appointment — Staff described the city’s right to appoint an ex officio representative to MUD No. 1 and noted Melanie Oldham had served previously. Councilman Matamoros moved to table the appointment to allow prospective appointees to submit paperwork; the motion carried 5–0.
Liaison and board appointments — Council made several liaison assignments and board appointments, including nominating Councilman Davis for the Charter Review Commission (unanimous) and reconstituting other liaison roles; some motions recorded 4–1 tallies as noted in the meeting record.
SFA Park roof replacement — The council awarded the Freeport SFA Park roof replacement contract (RFP 2024-15) to TRACON for $39,855; staff said the city will seek FEMA reimbursement covering 75% if the grant is awarded and the remaining cost will come from fund balance. The motion to award the contract passed 4–1, with Councilman Pena recorded as a nay.
IT server replacement — The council tabled consideration of the IT server replacement after extensive Q&A about quotes, compatibility and migration contingency plans; action was deferred for staff to return with corrected documentation and vendor verification.
Executive session — The council announced an executive session to consult with legal counsel and deliberate about real property, including an update on the Freeport 19 LLC development.
All recorded motions and votes are reflected in the meeting minutes and the agenda packet; the council did not finalize the server procurement or adopt the UTSA plan on Nov. 4.
