Freeport council tables Dell server replacement after detailed IT questioning

The Freeport City Council voted to table a planned replacement of the city's aging servers after extended questioning by council members on vendor quotes, migration risk and documentation.

City staff presented a budgeted FY2025 Dell server purchase described in the agenda as having an MSRP near $116,000 but offered to the city after negotiation for an amount substantially below the approved project fund (staff referenced quotes in the range of about $48,542 reduced by about $13,000 in savings). The agenda packet and staff presentation indicated the purchase would include software and a five-year warranty; staff said the city would commit to the hardware for at least seven years.

During a lengthy council Q&A, members asked whether the purchase was budgeted (staff confirmed it was), how old servers would be handled, whether software vendors had been consulted for compatibility, and whether there was an adequate migration team and contingency plan. Councilman Matamoros and others pressed the IT presenter (identified in the record as Mister Cohen and later as "Toby") on whether he had prior municipal migrations, whether vendor and software verification had been completed, and on apparent inconsistencies in quoted shipping details in the packet.

Council member questions included concerns that a single staffer handling migration could put the city's services at risk and that quote/ship-to errors required correction before approval. After the discussion Councilman Pina moved to table the item to allow staff and council to resolve outstanding questions; the motion carried unanimously.

No procurement decision was made at the Nov. 4 meeting. Council instructed staff to clarify the paperwork, verify vendor and software compatibility, and return with corrected documentation and a clear migration/contingency plan before taking final action.
