Freeport City Council approved a slate of routine and operational items during its Dec. 2 meeting, including consent minutes, an MS4 stormwater report, participation in a Kroger class‑action settlement, a FEMA generator grant, an amended CDL repayment policy and a janitorial services contract.
Minutes: The council approved the Nov. 18 meeting minutes by a 4–1 vote; Councilman Pena was recorded as the lone dissenting vote.
Stormwater report: Miss Kramer presented the city’s Phase II MS4 annual report (a TCEQ reporting requirement) noting the city collected just over 10,000 yards of litter during the reporting period; the council unanimously authorized the mayor to sign the Brazoria County MS4 annual report.
CDL training policy: Council adopted a change to the City of Freeport policy handbook (resolution 24‑2896), adding a CDL training repayment provision. Under the amended policy, employees who leave within 24 consecutive months of receiving city‑funded CDL training must repay training costs in full; prorated repayment applies when leaving after that period. The amended motion carried unanimously.
Kroger settlement: The council voted unanimously to authorize the mayor to execute settlement release documents to participate in a nationwide opioid class‑action settlement involving retail pharmacies (resolution 2024‑2897). Staff said documentation and the settlement agreement are public records and can be posted to the city website.
FEMA grant for generator: Staff recommended and council accepted a FEMA Hazard Mitigation Grant Program award of $200,000 to reimburse a 150 kW natural‑gas generator and installation at the City Service Center; staff said the federal portion eligible for reimbursement is $180,000 and the local share is $20,000. The project completion target given by staff is on or before Aug. 18, 2025. Council approved acceptance unanimously.
Janitorial contract: The council awarded the annual janitorial contract (RFP #22024‑17) to M & R's Elite Janitorial Solutions. Staff said five proposals were received and the recommended vendor’s bid is lower than the city’s current spending, saving roughly $2,099.76 annually; the contract amount cited in discussion is about $68,999 per year. Council also approved an amendment to correct the signature block to the city manager in the contract; the measure passed 4–1.
The council adjourned after completing the agenda; several members and residents used the public‑comment period earlier to press for greater transparency on audits and other city business.
